In need of some advice

I have been suffering from IBS for a year and have not been able to see a doctor until recently. My doctor is relatively sure I have IBS and not Something worse but he says he can't diagnos me until I see a specialist which because I don't have insurance I can't do. All I can afford is my regular doctors visits. Would I be able too get my medical card in WA even withought a diagnosis but still all the documented symptoms?
